Stinger Systems, a maker of electric stun guns, said that it had begun producing a gun exclusively for law enforcement and military use to compete with Taser International. Its weapon, the Stinger, can reach targets as far as 31 feet and comes with video and audio functions that can document use, the company said. It will be sent to about 1,000 police and law enforcement agencies for evaluation, Stinger said. Stock in the company, which is based in Charlotte, N.C., rose $1.98, to $11.68.
