The Chinese Government will soon announce how it plans to cover the debts of the nation's second-largest financial company, which it closed in October, and the news for foreign bankers is likely to be bad. China closed the financial arm of the company, the Guangdong International Trust and Investment Corporation, because the company could not repay more than $2 billion of foreign debt. Since then, banks have been submitting claims for what they say they are owed. Claims may be submitted until Jan. 6.

The Hyundai Motor Company began exporting commercial vehicles to the United States this week, becoming the first South Korean car manufacturer to do so. The company, South Korea's biggest auto maker, already exports 15,000 commercial vehicles to Europe and Asia annually.

Japan's biggest shipbuilders said this week that they had received no orders in the final quarter of 1998. The Asian recession has reduced demand for goods and the vessels that carry them. In addition, a sharp decline in South Korea's currency has made ships built in that country less expensive for foreign buyers.

South Korea plans to sell 29.6 trillion won, or $24.5 billion, of Government bonds this year, one-third more than it sold in 1998, to help pay for the revamping of the nation's battered financial institutions. At that amount, Government bonds will account for more than 10 percent of total domestic bond sales, up from only 1 percent last year, the Finance and Economy Ministry said this week. The ministry itself plans to sell 22.6 trillion won in bonds.

Argentina's auto makers increased production by an estimated 6 percent in 1998, less than expected, as slumping demand in the second half of the year forced makers to curb output. Production rose to an estimated 450,000 vehicles from 425,224 in 1997, Horacio Losoviz, president of the Association of Automobile Manufacturers, said this week.
