Poll Finds Increasing Confidence In Economy, and in the President

For the first time since the onset of the recession in mid-1990, the number of Americans expressing confidence in the economy has caught up to those with negative views about it, according to the latest New York Times/CBS News Poll. The shift has helped restore President Clinton's public approval rating to the higher level he enjoyed when he first took office. After one year of Mr. Clinton's Presidency, 54 percent of the public approve of the way he is handling his job, a striking rebound from last summer, when Americans were more critical of him than they had been of any new President since World War II.

WELLPOINT COMPLETES ACQUISITION OF UNICARE FINANCIAL

Wellpoint Health Networks Inc. of Woodland Hills, Calif., said yesterday that it had completed its acquisition of the Unicare Financial Corporation, a workers' compensation underwriter based in Irvine, Calif. Wellpoint, a managed health care company with 2.3 million members, acquired Unicare for $29 a share in cash, or about $154 million. Unicare had 1992 revenue of $146 million. In the last year, Wellpoint has introduced two plans that use managed care techniques to help control workers' compensation costs. California's insurance department is encouraging the packaging of health insurance and workers' compensation as a cost-saver for businesses.

COLUMBIA GAS TRANSMISSION FILES REORGANIZATION PLAN

The Columbia Gas Transmission Corporation, operating under Chapter 11 bankruptcy protection since July 31, 1991, has filed a reorganization plan that would pay creditors $3.3 billion. It provides $900 million to pay gas producers whose contracts to supply the pipeline company were canceled during the bankruptcy. Producers' claims total about $13 billion. Unsecured creditors other than gas producers would recover 80 percent to 100 percent of their claims. Secured creditors would receive 100 percent. The plan assumes the Charleston, W. Va., company will emerge from bankruptcy on June 30.

A NEW ROUND OF JOB CUTS BY BRITISH AEROSPACE

British Aerospace P.L.C. said yesterday that 510 jobs would be eliminated at three weapons plants. On Friday, the military and aerospace company said it was cutting 830 positions at its Avro International regional jet business. The weapons plants cuts will be made in the first half of the year. A company spokesman said 330 jobs would be cut at Lostock, near Bolton in northern England; 160 at the Stevenage site near London, and 20 at Bristol in western England. The company is initially asking workers to sign up for a severance package. Compulsory cuts have not been ruled out, the spokesman said. After the cuts, 4,000 people will remain at the company's Defense Dynamics unit. As recently as 1989, the unit employed 16,000.

TAKECARE SHAREHOLDERS SUE OVER ACQUISITION BY FHP

Takecare Inc. shareholders with a 22 percent stake have sued the company, a health maintenance organization, contending its chairman, Jack R. Anderson, engineered the board's rejection of a takeover bid in favor of a lower offer. The suit, filed in Delaware Chancery Court, says that Mr. Anderson breached his fiduciary duties by working to insure that the FHP International Corporation's bid was chosen instead of an all-stock bid by the United Healthcare Corporation.

XEROX GETS PENTAGON CONTRACT FOR FLAT-PANEL DISPLAYS

The Palo Alto Research Center of the Xerox Corporation has received a $21.4 million Pentagon contract to develop high-resolution flat-panel displays. The three-year contract, granted by the Pentagon's Advanced Research Projects Agency, calls for Xerox to develop and demonstrate color active-matrix liquid-crystal displays with resolution close to that of a printed page. The displays are intended for computers, work stations and communications devices, an agency statement said. The agency said 126 companies had bid for the contract.

FIRST UNION PLANNING TO MERGE TWO SERVICE UNITS

The First Union Corporation said yesterday that it planned to merge its corporate and commercial service units into a single group as part of its strategy to compete with Wall Street brokers, investment bankers and money center banks. The reorganization puts all nontraditional banking services -- including investment banking, syndicated lending and derivatives trading -- in one unit called the Capital Markets Group. First Union, based in Charlotte, N.C., has $71 billion in assets and more than 1,300 offices.

INTERACTIVE TELEVISION TEST SET FOR SILICON VALLEY TOWN

The Pacific Telesis Group's video services unit and A.T.&T. said yesterday that they would test an interactive-television system in the Silicon Valley suburb of Milpitas, Calif., beginning in November. About 1,000 people are expected to participate in the first part of the test, which will last between 12 and 18 months. The system will allow the companies to test consumer acceptance of various services, like movies on demand, home shopping and video games. Last November, Pacific Telesis pledged to spend $16 million to build a high-speed video and data network that would reach 1.5 million California homes within three years and five million homes by the end of the decade. At that time, the company said A.T.& T. would be its supplier of advanced switching equipment.

HOST MARRIOTT TO SELL 26 FAIRFIELD INNS FOR $115 MILLION

The Host Marriott Corporation said yesterday that it had agreed to sell 26 Fairfield Inns hotels for net proceeds of about $115 million to a joint venture that includes the Carlyle Group L.P., a Washington investment firm. Host Marriott, part of the old Marriott Corporation, said it had signed a nonbinding letter of intent to sell the hotels to a venture formed by Carlyle and Sage Hospitality Resources Inc. of Denver.

SOUTHWEST CLOSES DEAL FOR 63 NEW BOEING 737-700 JETS

Southwest Airlines and the Boeing Company completed a $2.5 billion contract for the delivery of 63 twin-engine Boeing 737-700 aircraft beginning in October 1997, the companies said yesterday. The order, announced in November, was signed this week, making Southwest the first airline to buy Boeing's newest plane. The contract, which lasts through 2001, also gives Southwest, based in Dallas, the option to purchase another 63 of the aircraft.
