Wish to protect privacy of individual has led 24 states in past 2 years to pass laws that restrict access by public and news organizations to official records of arrests, indictments, trials, acquittals, convictions and sentences; such restrictions are now in effect, in 1 form or another, in 47 states, District of Columbia and Puerto Rico, with only Dakotas and Vermont having no prohibitions of any kind; some FBI officials have complained that newly enacted privacy laws are hampering their law-enforcement efforts; twin issues of personal privacy and access to records have even served to pit groups championing press freedom against those pushing for greater civil freedom; ACLU's monitoring of case in which Government is being sued in effort to have FBI rap sheets made public noted; suit was filed 2 years ago by Reporters Committee for Press Freedom and Robert Scnakne, CBS News correspondent (M)
