The move left Prime Minister Benjamin Netanyahu with his most serious challenge in 19 months of almost constant crises, and his right-wing coalition Government with a razor-thin majority in Parliament. Mr. Levy threatened last week to take the step to protest the lack of money for social welfare programs in the 1998 budget, as well as the stagnation of peace talks with the Palestinians.
